Guile - Sonic Boom - late 2007.

Description of deck by Bennie Smith (quoted):
It’s pretty obvious that getting the chance to untap with Guile out and a fistful of counterspells is a pretty powerful position to be in, so the trick is to eliminate Guile the turn it’s played, while the player is tapped out, right? Not so fast – Pact of Negation is a perfect complement here, since you can hijack the spell and cast it for free next turn even though you’ve had to pay a lot of mana for the Pact.

This deck is full of counterspells, card drawing, and blue power cards such as Teferi, Mage of Zhalfir and Cryptic Command. Don’t overlook Snow-Covered Islands, which gives you mana to use if you Guile-hijack a card that cares (such as Phyrexian Ironfoot or Skred).
