This is a mix between Haakon inverted and Project Y.

With Haakon, Stromgald Scourge in the graveyard you can play your knights.
With Basal Sliver in play your slivers can sac themselves for BB.

Skeletal Changeling is both a sliver and a knight (and a bunch of other, non-important-at-the-moment creature types). Get a Skeletal Changeling in play or the 'yard. Get Haakon and a Basal Sliver in play. Because he's a sliver you can sac the skeletal changeling for two black mana, when he hits the graveyard you can play him as a knight with the two black mana he just sacrificed himself for. Do this a million times, tap a red mana and grapeshot to the face.

The name is a take off of "Project X" which used the same idea with a Crypt Champion and Saffi Eriksdotter to loop to a million and gain life with a Soul Warden and/or remove every opposing creature in play from the game while dropping a million 1/1 spirits with Teysa, Orzhov Scion. I suppose someone out there also used Pandemonium for a million-times-two damage.
